Okay, technically it's a "tall ship," not a "pirate ship." I found this picture over on the Oregonian site, but there are actually 2 ships--and they are pretty much docked right outside my office window.
They are part of the Rose Festival Fleet. The Rose Festival is one of those big community celebtrations--Portland is, after all, the "Rose City." Frankly, I try to avoid most of the celebrations as the bulk of the crowd is made up of sailors.

Oh, and a pirate ship just isn't a pirate ship without a swaggering Johnny Depp hanging off of it.
